There is no link button in phpmyadmin. What to do?

I have phpmyadmin 4.7.8 . I want to make a one-to-many connection, I looked at a lot of manuals on how to do this, but I have neither a connection button nor a designer. How to be?

This is done manually in phpmyadmin, at least - I did not see any automation for this there.
