There is an rss file, how to make it automatically updated when adding news to the site?
The file is in xml format, it has 3 news, are there any services to upload this file to them, and did it update itself?

It's kind of static xml.
Write a script that will make a selection from the database and output as rss.xml (or overwrite rss.xml by cron or when adding content).
For a CMS, it's easier to start by looking for a module for it.
