There is a Small Business Server 2011. Can it be alone as a domain controller, or can I add another server with the same role?

Yes, it's possible. But all FSMO roles will always be only on it. Additional CDs must be managed by WinSvr Standard, Enterprise, Datacenter, but NOT another SBS

amc , this software configuration is designed for 75 users. What happens when this number is exceeded? Or it will not turn out to exceed, just the server will not allow to add?

According to the MS licensing policy, it is forbidden to have more than one SBS in a domain. But (that's the whole point!) Nobody bothers to add another Windows Server to the domain. And roles can be duplicated for him. So it turns out two domain controllers. In any case, this worked in SBS 2003 + Server 2003.
