There is a kernel, there is a stock firmware, how to port 7.0?

There is a core, there is a stock firmware. But nowhere did I find instructions on how to port pure Android 7.0?

The international community lives on xda-developers (if you are friends with English or on "you" with a google translator). On w3bsit3-dns.com, many firmware come from there. But as noted in the previous answer - this is not an easy task and it is not worth it. It is much easier to buy a phone that already has 7.0, or at least has a ready-made assembly of Lineage OS (Former CyanogenMod). As they say: "Time is money", and you will spend a lot of time on this.
