Hello, please tell me if you buy a smartphone that writes 4K 60fps video, is there such a possibility especially among the Chinese (Huawei, Honor, Maizu) that smart records part of the video 4K 30fps or 4K 45fps at the hardware level (really) and part 4K 30fps or 4K 15fps programmatically draws (interpolation) ?

Judging by your questions, you choose a smartphone and want everything to be to the maximum.
It is better to choose by quality and real reviews and not by numbers

In reality, reviews are done with a maximum of 2-3 devices on hand (comparison) and if A is better than B by one reviewer, and B is better than C by another, this does not mean that A will be better than C !
ps 4k 60fps is shooting at the limit of existing technologies, and if the hardware is not stuffed with something like hardware video stabilization, then either it will not be in this resolution or it will be software and therefore not 60fps
for example xiaomi redme note 8 pro has video stabilization only for fullhd 30fps and below, and there is no stabilization when shooting 4k30fps or even fullhd60fps.
