First of all, they are drawn, then, if the standard DWM tools (Windows) are enough for the idea, then it is enough to assemble the standard Windows theme archive, and "register" everything you need in the ini file, no programming, but if you do something "cool "like Stardock, then, of course, it will have to be programmed, and for an "adequate" result, a system programmer is needed.
