The +volume button on the keyboard adds two divisions, how to do one at a time?

The patient is an Acer OKR010 keyboard .
There are special keys to control the player and sound.
Sound control with special keys occurs in step two divisions - when you press the "+ sound" button, the sound is added by two divisions, but I need one.

Is it wired by the manufacturer, or can it be customized?

A step of 2 units is standard in Windows and a specific keyboard or laptop model does not play a role.
You can look for some third-party volume control, such as Volume². Probably (I don’t know for sure, because I haven’t used it) it can be configured more flexibly in it.
