The video card cooler is noisy, how can I fix it?

Faced with the fact that the video card cooler makes noise, and it makes normal noise anyway. What I didn’t do, I lubricated the fan, cleaned it of dust. But what's the catch, the chip does not heat up above 30-33 degrees, and I don’t know where this noise comes from. Can you advise something (except for replacing the cooler). And what could be causing it?

Use MSI Afterburner and set the minimum RPM using the graph so that after 60 it starts to spin somehow. A possible reason may be in the cooler bearings, as well as mechanical damage to the blades, or it is trivial that the card itself is noisy.
