The use of which server PLs implies the purchase of a license?

Are there any at all?
Of course, I understand that we are in Russia, but nevertheless, if there is, then which PLs should be carefully considered regarding the license.
For example, its execution requires special paid libraries or some kind of environment.

The question is incorrect. The programming language itself is not licensed.
Products are licensed. For developers, this can be an IDE, server build, code review and project management systems. But they can also be found for free.
Of the paid options, I only know Adobe Flash Builder, without which it is difficult to write flash, and which you have to buy. But then again...
