The text is not saved in the clipboard after closing the file. What to do?

Word

• I select the text in the WORD file (CTRL+A).
  
• I copy it (CTRL+C).
  
• I close the file (ALT+F4).
  
• I open notepad and press Paste (CTRL+V).
  

Result : no text is inserted. Although before the result was working.
Question : Please tell me why the text is not inserted? Maybe some settings are wrong?

Because in new versions of Windows it works like this - the clipboard works when both windows are open.
