The temperature sensor of the processor is stuck, what can I do?

Hello, I use the official windows 7, I watch the readings with the SpeedFan program.

I turn on the PC, Windows loads, I go into the SpeedFan program. The Temp3 readings (this is the temperature of the processor on the meter) is 28 degrees, I turn on the stress test of the processor, the temperature rises to 38 degrees and sticks. The readings can be different, in general it turns out that the sensor works for several minutes, and then the readings stick. Because of this, the processor fan does not work properly.

Whether it is possible to solve it somehow?

figure out what temp3 is and where Windows gets it from.

Well, here's just a mat. change the board, or hand it over to the service, because it is almost impossible to replace the thermistor yourself
