The SSL certificate on the win device is not updated. Why, how and where to reset the cache?

stackoverflow.com stopped working due to an old certificate before January 3rd (ERR_CERT_DATE_INVALID). stackoverflow.com themselves issue a fresh certificate until March and other devices receive a fresh one, but my computer takes the old one from the cache.

I tried to reset the browser cache, but from other browsers there is also an old certificate, even from those browsers from which I have never logged in - does it mean that the certificate cache is somewhere in win itself? And why did this happen, why do other norm sites renew the certificate, but this one is bugged? I wonder by the way that it works through Tor - is it a network problem? (walking other devices also on the same network and from them also already went to the stack (it means that there was also an old certificate but it was updated))

I tried and did not help: a complete reset of the cache in the browser, reinstalling the browser, resetting certificates in "browser properties", ccleaner, rebooting, checking for viruses.

I found similar problems with people ... also did not find a solution - it fixed itself in a couple of days.
