The speed of the torrent has dropped to 10KB / s, how to restore it?

Hello! The speed of all downloads of torrent files has dropped to 10-15 kb / s. Tried through the zone, bittorrent, yutorrent.
The speed dropped sharply, the distribution torrent is all alive, I tried completely different torrent files. I googled everything I could, twisted the settings of the utorrent itself my time, the result was 0. The checkboxes were removed from caching, there are no speed limits.

It seems to me that the problem here is not in the torrent client itself. Tell me, what are the options?

I distribute the Internet through the phone, there were no problems before. The client downloads files not through a torrent in the normal mode, the video also loads without any complaints, the speed drop affected only torrent files.

There is no antivirus, the firewall turned off / on. SAVE.

For the test, connect to any vpn provider and check the speed of downloading torrents through it.
By the way, check not your downloads, but download a new one both on your Internet and via vpn.
This way you will get an answer exactly where the problem is with you (or your account) or in your provider.
ps I blame the provider
, by the way, using Rostelecom as an example, if he sees a high network load (on the order of several gigabytes per day) between your machine and a specific other one that you have chosen for yourself as a vpn or file server, the speed is cut

There may be several reasons.
The provider cuts the speed, it's easy to check, try to download after a while, the speed may increase.
