The speed of processor x in group y is limited by the system firmware. Why?

In the event log, at about the same time, around 17:00, I see a bunch of messages (for each core):
"The speed of processor x in group y is limited by the system firmware. The processor has been in a reduced performance state for 86399 seconds since the last report."
The computer works without reboot, the temperature does not rise. I did not set any events for the crown at this time, win 7 64bit.
Is this some kind of self-test of the system? Googling, I could not find anything about such regular checks, mostly overheating laptops everywhere.
I have a hospital, new, in an excellent building. Even if I create a decent load (video encoding, with a load of 100% of all 8 cores, I don’t see such messages.
It's mostly confusing that it looks like a warning in the event log. If this is a regular check, then in theory it should be a notification?

it's Windows so hints that you need to update the bios firmware
