Better do a comprehensive speed test https://gtmetrix.com/ and a mobile download test
https://testmysite.withgoogle.com/intl/en-gb because google test is easier to cheat if optimizers on the site did "speed optimization" without real optimization .
If the site has a good real speed, then Bitrix will show it, the accuracy may be lower there, but the speed estimate is correct.
