the server does not show any signs of life

Situation: 1U server worked stably, last rebooted the OS more than 7 months ago. Recently, a server from one rack moved to a new one, like nonsense, but after a week of work at a new location, it disappeared from visibility.

I took it, I try to start it at home, but I see the following picture:
1. at the moment Power On was turned on, there were no indications on the front panel, before the start of the server was accompanied by the blinking of indicators on hot swaps and on the CD drive, and all this happened against the background of the launch of 4 coolers in MAX mode.
Now it was quiet and the only thing you could hear was the power supply cooler. The signal does not come to the monitor, the hard drives are silent.

I replaced the motherboard, as a result I got:
1. when the server is turned on - there is no indication on the front panel (only the power light is on)
2. after a few seconds, all coolers start up
3. there is no signal on the monitor (integrated vidyuha)

My actions:
1. disconnected everything from the motherboard
2. removed the battery, put it back in 10 minutes
3. returned the processor to its place, turned on the server (mother + percent + power supply + monitor) no changes

What I would like to:
1. when turned on, hear one beep from the board and smooth start of the server
2. a second after the start (as usual) a signal to the monitor with subsequent study of the BIOS
3. start in normal mode at least without memory

4. reset everything by removing the battery from the motherboard
5. disconnected the hard drives from the motherboard
6. it doesn’t penetrate the case
7. the new motherboard was delivered from the states two days ago (and everything seems to be ok on the old one)

Colleagues, what else needs to be done?
Maybe missed something? What thoughts, or is there a solution for a similar case?

ps before everything worked like clockwork (in the same configuration since 2009)

3. power supply working

How was it determined? Were the output voltages measured at turn-on and load? Was it connected to another PC? Was it replaced with a known good PSU? Everything is very similar to a faulty PSU: because with a working PSU, hard drives start regardless of the presence of a motherboard.
Was the server going on a table or in a case? When transferred to another rack, the case could bend / drop / something else a little, and somewhere something could close due to skew. It makes sense to collect on the table.

try a known working processor, make sure that the legs on the socket are intact.

1. I understand correctly, if the coolers start at startup, then the processor is working - or is this a delusion?
2. I tried to run the server without a processor, I thought that the signal would go to the monitor and the BIOS would indicate that you have no memory, no hard drives, no cpu - were you mistaken?

I would start by defining the POST code, or in many servers there is an indication showing the state of the server. Blinking differently or something. Look in the instructions.
The PSU can definitely be dead, not provide the desired voltage, or something else. (We had 1 bp burned 2 mothers, until we realized that there was a jamb somewhere.
I thought that the store was selling crap, since the store was changing it calmly)
In general, there was probably a guarantee ... Although the supermicro has it probably for a year ...

It’s easier to take it to the SC, they have more capacities for diagnostics.
