So .. Because of the big noise, I decided to clean the computer .. I took out all the components and walked over them with a vacuum cleaner. + I saw that people lubricate the coolers with oil, I decided too .. I went through all the coolers both in the power supply and on the processor (I literally dripped 2 drops each and then covered it with adhesive tape. I collected everything .. And bam! There are no pictures. Absolutely ... Everything is spinning and it seems to be functioning, the green light is constantly on on the mother (does not blink) suddenly this is important ...

And the PSU seems to be 550 W
What was done:
1) Reconnected everything Several times and checked whether the power is connected directly and the video card.
2) Tried to include with the built-in. (Discrete pulled out).
3) Changed the wire.
4) Connected to another monitor.
Connecting via vga.
I don’t know what might be wrong, but it may have seemed, or maybe not ... A slight smell of burning when on. after all the actions for the first time .. But he quickly disappeared and when sniffing now nothing is felt at all.

Is the memory plugged in correctly? And then some manage to stick it on the contrary by force - here the smell of burning appears.
What sounds does it make when turned on? Count the number of squeaks, long/short and google POST. On a normal start, there should be one short.
and you try to pull out the battery from the mat. board for 5 minutes and turn off the power. Did you take out the processor? When the wires were stuck in, did the mother crackle?
it's easier to check with a POST board if you have one at hand. I think that during assembly, something was obviously stuck in the wrong place. or touched something superfluous, the connector could move away, in the worst case, the SMD component on the board could fall off. If you don’t understand, then it’s better not to put your hands in there. you should find an experienced master.
