The Russian text disappears in the admin panel, what could be the problem?

Website dedushkinalavka.ru on a self-written engine. Problems started after moving to another server. The most basic of them: the text in the admin panel disappears in the Description of goods field, and also if the user submits an order, then only the information that is written in English or in numbers comes. I will note again. On the site itself, all information is displayed in Russian, there are no problems, only problems with the admin panel.

I remembered what kind of functions Bitrix was breaking for me.
They have a third parameter - encoding, before PHP 5.4 it was single-byte by default, but now it is utf-8. Cyrillic in cp1251 turns into an empty string with such functions. Here you are watching it.
You need to either switch to utf-8, or write 'cp1251' as the third argument in each function.
