Welcome all!
This is the answer that followed from a certain company involved in the repair of computer equipment. The sister took the system unit for diagnostics, turned down the amount of 28,000 tenge (in rubles it is 7,500), indicating the reason "the ringing does not come from the video card, which means the hard drive and DVD drive are broken", I may be wrong, of course, but it sounds crazy . Please help me understand is this even legal? Or are they just ripping us off? :)
PS For the same money, in my opinion, you can buy all this, from scratch, at least here in Kazakhstan. Thanks in advance for your replies ;)

You nae ... deceived with the diagnosis.
1) The video card, if it somehow works, then it is immediately visible on the monitor.
2) If there is a suspicion of HDD or DVD, then they are simply removed and put into a test computer. If it doesn't work there, then it doesn't work.
3) If it works in the test computer, then the motherboard is to blame.
With all this, you do not even need to have an operating system. Everything is done from a network boot (the right companies do that !!!), or from USB or from a test HDD.
Conclusions: take away tenge, bring a reprimand to the soul. Go to the right firm.
Ask questions you already know the answers to! If the answers match, then give it to repair.

The diagnosis is wild, I agree with you, it is not worth a single tenge.
What is your question?
28 000 tenge is the price of diagnostics?
Or the cost of repair after diagnosis?
Or the computer has already been repaired and billed?

There are companies that work "for a sucker", take equipment and bill sky-high. Oddly enough, 1 out of 3 people are underway. Have your equipment returned immediately. Most likely you called the "master" to the house, and he said that it would not be possible to solve it on the spot and you need to take it to the "SC", as a rule, the client does not know either the address of this so-called "SC" or the address of the office itself ... on a piece of paper left This "master" address is fake. You need to apply to the consumer rights protection society (in Russia), I think there is an analogue in Kazakhstan. Straight without talking.
Moreover, the repair cost of 50% of the cost of equipment (including depreciation) is considered unprofitable by default.

Even if hdd and OD do not work, then this will not prevent the machine from starting up and showing "No boot device found". To diagnose a breakdown of the HDD / OD, they are really removed and checked at the stand.
If there is no image at all, then the video and / or the mother are already broken.
Anyway, the diagnostics are frankly from the category "I wrote incomprehensible words, maybe they will believe", even if the repair costs 7500RUR (which is generally acceptable - a normal hdd costs 4 thousand, OD - a thousand and a half, a couple of thousand for work is also normal). But, most likely, they will not change anything from the specified there, but some trifle is broken, since they issued such a diagnosis.
