The provider blocks the IP, not the URL/domain - how to deal with it?
Given:
I live in a wonderful city with two providers. One of them is Rostelecom, the second is Reutov-telecom.
If any URL or domain enters the registry, Reutov-telecom blocks the IP of this site. No stubs, just a connection timeout.
Many CloudFlare IPs have been successfully blocked, respectively, the list of innocently blocked sites has greatly expanded. Wherever I poke, connection timeout is everywhere. Is it internet access?
In technical support, they say that the resource is included in the register of prohibited sites:
The required ip address is entered in the register on the grounds provided for in Article 15.1 of the Federal Law of July 27, 2006 No. 149-FZ.

Unfortunately, I saw only one answer and how you can punish for NOT blocking ...
But the reverse situation - the provider does not want to set DPI apparently ... And stupidly blocks by IP. The law is fulfilled - but what if a bunch of sites hang on ip and I need some? I am writing to the provider - he waves it off, like everything is legal, I have the right. And as a result, every 10 clicks in the search engine - "the page is not responding." Here's how to deal with these?
