Enable monitoring in the Bitrix virtual machine and you will immediately see whether there is enough memory or not

Delete the sitemap files and regenerate it.
This is not normal:
sitemap_iblock_18.part14.xml
The problem is solved radically - by transferring the sitemap generation to cron.
