The PPTP server does not work, ppp0 does not rise, CHAYDNT?

Debian-8.1.0-i386 distribution. I tried to set up a PPTP server, however, after
/etc/init.d/pptpd start
I look at the status and not a single ppp interface was raised.
The following is in the configs:
/etc/pptpd.conf

localip 10.8.0.1
remoteip 10.8.0.2-50

/etc/ppp/pptpd-options
name pptpd
refuse-pap
refuse-mschap
refuse-mschap-v2
refuse-mppe-128

Of course, I used pptp for a long time, but it seems that the interfaces are raised only when connected.
Well, on a note, using pptp is not safe.

on debian. the comment hints that the default /etc/ppp/options config, and not in /etc/ppp/pptpd-options
