The PC does not turn on correctly, why?

Hello! It's me again ;) I have such a question, after the computer goes to sleep (hybrid) no matter through the firmware or another (wise). Then when I press the power button back, the following happens: the PC starts but the screen does not turn on and the PC turns off, then a couple of seconds, the power button lights up again, the fans start working and turn off again, this happens 2-3 times, after which the PC starts up safely . During the whole working time, there are no unexpected shutdowns. But when I turn off the PC completely (START - POWER OFF), then the PC turns on normally, the first time.
What are these miracles?

What's the OS? What is iron? Often met, on old hardware (released before 2008) on windows vista and later - sleep mode does not work correctly. Never tried to figure it out. I just turned off sleep mode. I think it has to do with ACPI. Use hibernation - it is provided at the OS level, and works correctly on any hardware.
