I noticed such a feature - in some engines the number of varieties of goods in the basket is considered, while in others their number is taken into account. That is, if I added two spoons and one frying pan to the basket, then some stores will show “Number of items in the basket” 2 and others 3 . So what's the best way to count?

It is more correct both in the types of goods and in the number of pieces.
If you are talking about a particular store, I would suggest starting from that particular situation. It is unlikely that you are selling matches for 1 piece and TVs at the same time :)
For example, if it is clothes, then cases when users take 2 identical things rarely happen. Therefore, it is better to display the number of different products.
If we talk about the most universal case, then almost all engines offer to change the quantity of each item when viewing the basket. Therefore, in a "short" record, it is the number of different positions that should be shown. As an option, when hovering, show more details: which product is how much.
Why not take advantage of the experience of leading online stores? The shopping cart shows the number of products, and the list of products shows the number of pieces of each of them.
