The new video card is not loaded at 100%. What could be wrong?

PC configuration: Video card - rx 580 8gb, Proc - ryzen 5 1600, Memory - 16gb 2666, Bp - chieftec 600w, Hard drive - wd blue 1 tb., Mat. Board - AsRock A320m r.4.0. The video card does not load one hundred percent. That is, it loads in FurMark, but not in other games. Prots loads by 30-40% on average in games. Moreover, even when the FPS is low, the video card does not load more. I don't think the problem is in the bp. The hard drive is also new, like everything in the PC.
