The mouse slows down and the sound is interrupted when loaded with chrome, what's the matter?

The system is at least above average: i5 6600, 16GB DDR4, GTX960, system drive C - 128GB SSD, win10.
Out of the blue, it began to slow down when loaded with Google Chrome. More specifically, when opening a new site. How to fix it?
PS And in general, chrome has rolled down ... opening a lot of tabs loses stability and eats a lot of memory, it often freezes when watching YouTube, especially if you skip the video. A chromium process appears in the task manager, loading one processor core at 100%, and when I take it down, the chrome hanging with YouTube hangs and just a green fill appears on the player screen and that's it. What does it all mean? Why green? Chrome 64-bit.

Drawing the mouse cursor in Windows is done from the kernel. No process in the userspace can affect this. Even if you run twenty processes at the same time, each of which is capable of loading the CPU by 100%, the mouse will still briskly run around the screen and click on unresponsive windows.
Such atypical cursor inhibition is possible due to:

  1. Iron problems. For example, with HDD (about what you need to watch SMART has already been mentioned above).
  2. Extreme overheating of the CPU. For example, when removing the cooler while hot, the Intel stone will not burn out immediately, but the system will start to work in jerks (1% in operation, 99% waiting for heat dissipation), it looks exactly like that - mouse jumps, sound stuttering. Tip: check the temperature, check the presence of thermal paste (whether dry).
  3. Problems with drivers. Theoretically, any module loaded into kernel space can cause this behavior, but in practice, to create such a driver, you need to be a very clumsy coder and don't give a damn about everything that is written in the DDK about interrupt handling and DPC. The exception is drivers for video cards, it seems that the developers outsource them to the Indians, and the documentation for the hardware is handed over to them in Chinese.

Maybe it's the antivirus. This software loves not only to get into the running process itself, but also to check all the files it creates, including the site cache. On the other hand, simply an unsuccessful version of the program is not ruled out, this happens with all developers, experiment, the seeker will find it.

It was the same thing, I asked a question here, they advised me to update the BIOS on the motherboard. I downloaded a new one, updated it, the problem went away. I don't know how it was related.
