The most appropriate technology for building a learning site?

Interactive learning in the form of tests (question and 3 answers. multiple choice). Processing, issuance of results should be automated. From add. functionality: User statistics, User's personal account. The number of clients per day is assumed to be 1000 people/day.
The landing page is written in Drupal. It is supposed to integrate the landing into the site.
4 question templates. The customer should be able to fill in the templates, while choosing the desired question template.
MySQL must be enabled.
Interested in which technology is better to use?
Sorry if the question was asked incorrectly. I am not a programmer. I'm looking for one, but first in search of general information for a better understanding :)

This is great. On Drupal, you can organize the tests themselves. Look for an artist.

Either write everything on Drupal, or you can use some framework (for example, yii2), then rewrite this landing for this. Of course, there will be: php, yii2 framework, mysql, html, css, bootstrap.

2 points that we had while working with drupal:
1. one of the programmers told us that drupal was heavy, which was not intended for our expected volume of interaction with clients (1000 people / day ). another said that this argument is legitimate, but the problem is solvable, there are workarounds. question: how difficult and justified is it to implement a project on Drupal, or is it still easier to implement a task with another cms?
2. the beginning of the site is written by one desk on Drupal. written crookedly - Drupal modules were not used due to the incompetence of the developer, they used self-writing. question: if we find another programmer, is it really possible to attach new code to the existing crooked part?

I also advise you to pay attention to moodle - cms for training sites. Surely, all the functions you need are already there out of the box.
