The Macintosh HD drive is read-only. Why?

Did a clean install of Big Sur on a 2015 MacBook Air. Restored my data from a Time Machine backup. I noticed that in the DaisyDisk application, after scanning the disk, including with administrator rights, an inscription appeared: "Disk "Macintosh HD" is read-only" . The CleanMyMac X application has become noticeably less likely to find garbage (previously several GB, and now several hundred MB) and at the same time it cannot delete garbage, it says: "Could not delete because you do not have access rights."
What could be the reason? Either I put the OC crooked, or the applications work crookedly, or do I need to configure something somewhere?

Settings (mac os) -\u003e Security -\u003e "Privacy" tab -\u003e We are looking for Files and folders in the list -\u003e After selecting, we are looking for application requests on the left and put the necessary checkmarks. In theory it should help
