The laptop does not decode web video through the GPU, what should I do?

I have a laptop, Lenovo Yoga700-14ISK. On Intel Core i7-6500U and GeForce 940M. In general, the load is somehow strange. In the task manager, the load sometimes shows a total 100% CPU, but for the tasks themselves, in total, there is no 60-80. And of course everything is stupid. But even FHD video from Youtube is a problem for him, because it loads the processor, not the graphics. What to do? Not only YouTube concerns, I also tried hdrezka, the same thing is there.
Browsers sent forcibly executed both on the built-in and on the discrete. Enabled forced hardware acceleration through flags in browsers.

tried on Vivaldi and Chrome

@MoyMirok

What did you want?
The 6th generation does not support vp9 hardware decode and vc-1 YouTube player
Here it is using the processor and decodes
For chrome, there are permissions for YouTube
H264ify (h264ify enhanced)
In chrome://flags
Override software rendering list - enable In short in the chrome://gpu
tab Everything must be green (vulkan - any color and meaning)

So I installed firefox and checked all three in sequence. Best to worst:
Firefox 40% CPU - 30% GPU (constant)
Chrome 60% CPU - 15% GPU (single-shot)
Vivaldi (Chromium) 80% CPU - 24% GPU (single-shot)
Nuff Said
