The keyboard does not work before the system boots, how is this possible?

Good day! For the first time I encountered a rather strange problem, it would seem that just changing the keyboard, and everything will be fine, but the keyboard is quite comfortable in typing, compared to the old one, and it makes me wonder why this happens. Although, this problem can still force you to replace the device soon. The essence of the problem: the Perfeo USB keyboard does not work in the BIOS, the LEDs do not light up, and it also does not work in the OS selection window (does not work even if you try to boot from a disk or flash drive). But as soon as the system boots up, even at the entrance, the keyboard immediately comes to life. The computer is quite old, on an LGA775 with a DG33BU motherboard with USB 2.0. At hand, I began to specially hold the old Logitech Internet 350 Keyboard (it is also USB), which, on the contrary, works both in the BIOS and in the OS selection window, even the LEDs are lit from the moment the computer is turned on. An interesting point: the Perfeo keyboard works on computers with a modern BIOS. Unfortunately, it is impossible to read the marking of the controller, since it itself is "under a drop" (as on the boards of old, Segov, Chinese cartridges). Is there really a cunning Chinese controller in the keyboard that the BIOS of the old motherboard does not understand? It is also interesting to know if anyone has encountered such a phenomenon? which old motherboard BIOS does not understand? It is also interesting to know if anyone has encountered such a phenomenon? which old motherboard BIOS does not understand? It is also interesting to know if anyone has encountered such a phenomenon?

It was the same with some dell desktop computers. For work with the bios, I held a ps / 2 keyboard on the stick

Check the BIOS item "USB legacy". If there is auto, then try to put enable.
