As a rule, this is configured in the BIOS, but in general it depends on the laptop.
If it's Lenovo, there's a bit of an ambush there.
1. Install keyboard drivers and do it in the "Control Panel → Keyboard" settings.
2. If it also constantly swears that Fn is in Legacy mode, find and delete the mkrmsg.exe file.
