The encoding of PHPStorm itself has changed, how to fix it?

This morning I came and saw this ... Who came across? how to solve it? for some reason I think something happened to Java...

I updated Java, PHPStorm via Toolbox, it didn't help...
PS: I don't know what it was, but in the end I had to remove the storm with the cache, but without removing the plugins and after installation everything seemed to be fine...
