Storm constantly requests to add antivirus to the exclusions - is this normal?

Each time you open a project, a window pops up at the bottom right with a suggestion to add the project folder and the PhpStorm => system folder to the antivirus exclusions, there is a Fix button, after clicking which a window appears with the [Configure automatically] button, after clicking on it, a message is displayed, that the antivirus is configured. These folders are present in the antivirus exclusions, but when you open the same project again, the request to add to exclusions appears again.

And yet, if you turn off the router (turn off the Internet), then after 5 minutes a window pops up in which a message says that the Windows firewall has blocked some storm functions, such as allow or not. I understand the storm tried to connect to the network or not?

When installing the storm, I did not agree to send data and the update check function was disabled in the settings.

What's happening? Are we being watched by the developers of the storm? :)

Why does the storm constantly ask to be added to the exclusions despite the fact that these folders are already there?

PhpStorm 2019.3.4

this is not a storm asking (it does not have such functionality at all), but your antivirus. for example, because some files have changed.
and address the question to the antivirus, not the storm.
