The download speed does not match the speed of the Internet?

Such a problem. There is an Internet speed that Speedtest displays, it is equal to 100Mbps and there are applications on a PC (for example, Steam) that downloads at a speed of 2.5MB / s. (The problem is not only with Steam, but I already tried to change the region in it and generally rummaged through the entire Internet about this, but I did not find an answer). But we know that 1MB/s = 8Mbit/s. 100 : 8 = 12.5. If anyone knows, please tell me how to solve the problem

But we know

that the speed of access to speedtest is the speed of access exclusively to speedtest and it has nothing to do with the speed of access to Steam servers.
please how to solve the problem

No way. There is no problem here. No one guaranteed you that you would have the same speed to all other servers as to speedtest. You have a guaranteed speed at best - until you exit the provider's area of responsibility.

Speedtest has many servers around the world and tries to choose the best one when testing speed. It often happens that this optimal server is located at the site of your provider, so when testing, the measured speed to it will be approximately equal to the tariff speed of your Internet connection. Try to choose other servers, and the results can immediately become much worse.

You know wrong. To download at a speed of 1 megabyte per second, you must have an input channel of at least 8.8 Mbps. And it is inbound. Even two computers connected directly at 100 Mbps, when no one interferes, will not squeeze out the 12.5 Mb / s transfer rate that you counted ... it's good if 10.8 works out.
how to solve the problem

There is no problem here. Read what a "bottleneck" is.
Yes, and Steam itself can limit the speed of return - otherwise you are dofiga, and he is alone, and his channel is not rubber.

There is a motorway where the maximum speed is 110 km/h and there is me with my bike. Tell me why I'm not driving at a speed of 110 km / h?
Is the analogy clear?

Most likely this is the Steam server giving you 20 Mbps and if this server is not in your country (check the tracert), it's pretty good.
