The customer asks to draw all screen states (drop-down menu, etc.). It's not spelled out in the TS. I can draw, but it will be like new screens for which you should charge extra. fee or counted as one screen?

It is logical that when drawing a screen on which elements can have different states, they must either be drawn or described in a cover note.

A good designer MUST provide all layouts of the state of the site, application for free.
Open menus, pop-ups, drop-down lists, and so on.
Even hover on links and buttons must be provided.
There should be 2 sources (ideally), but it is possible in one hidden layer (then you need a cover letter).
Thinking out how it all opens, closes, hides - the work of the designer.
The designer must immediately take this into account and evaluate in the cost of the project in advance.

designer who does not know/does this raises fair doubts about his professionalism.
Yes, this is work, but when naming the price, this must be taken into account. The fact that you did not do this is your miscalculation.
Without the goal of hurting or offending, UX is not just a picture, which is why designers with basic layout skills and an understanding of what, where and why are valued.
