The CPU load on the VPS jumps. How to understand that there are no resources?

Good evening.
Most noob question.
I entered the top command in VDS, I look at% Cpu (s), and it jumps: 5% - 9% - 27% - 4% - 17%, etc.
And how will I understand that it is better not to load this VDS anymore? If 5%, then it's ok. If 29%, then you are already thinking.
What threshold is better not to exceed so that the sites work normally?

It is very strange to pay for resources and not use them.
in other words: 30% is not a load. that's when it will be permanently more than 80, you can already think.
although the load is not only made up of processors.
