The computer turns on when the power cable is connected and does not turn off with the button, what should I do?

PSU: Ascot 620 W, CPU: AMD Phenom II X4 940 3 GHz
There were problems with the PSU - BIOS crash, abnormal shutdown and refused to turn on.

This is the default behavior: turn on the computer when power is restored. Can be disabled.
not turned off by button
If Windows is loaded, then the behavior of the button can be configured, up to the absence of reaction (for servers - it is recommended - in order not to accidentally turn it off - turn it off through the control terminal). If holding for 4 sec. does not turn off the power, as already indicated, a hardware malfunction.

The motherboard was not specified.
Check the voltage of the CR2032 battery. Replace if less than 2.8-2.9 V. Autostarts and strange behavior are due to it.
Another option: because AMD platform, then the south bridge begins to die.
