The computer is downloading something. What could be the reason?

Help me find the culprit. What could be the problem ?

Windows updates are disabled by DWS. Only VPN is enabled.
+ When connected to another VPN (Softether), the problem disappears.
The problem is on my part, since everything works fine for other users
100% Something is pumping, because it stops downloading itself, but then everything starts back.

You can also see what software is downloading.
You can see the local port. We do netstat -ano- we see active connections indicating the PID.
For example, I'm interested in who downloads there on port 5004.

C:\Users\me>netstat -ano | find "5004"
  UDP    0.0.0.0:5004           *:*                                    3988
  UDP    [::]:5004              *:*                                    3988

Let's see what the process is
C:\Users\me>tasklist | find "3988"
wmpnetwk.exe                  3988 Services                   0    12 400 КБ

Or through the task manager:
You can also rummage through the traffic with wireshark, see in more detail what exactly it is downloading.

51413 is most likely a torrent client on the other side. Watch what you download in the background with torrents.
