The compiler executes the code in the comment, how can this be!?

I COMPLETELY commented out the code in the button, and it IS PERFORMED as if nothing had happened, PLUS, if you change the code, the one that is commented out, then the changes are not performed, what the ?!

The issue was resolved, the whole thing was in the Unit, the old address of which was physically impossible at all (disk E, although I only have C and D), changed the address and everything fell into place.
This is not the first time I have come across this problem, I hope it helped someone.

not a very good solution - to prescribe absolute paths. It is better to use relative ones, then the entire folders can be transferred and opened and there will be no such jambs
