The company asks to leave the current job before the interview, is it normal?

I work in a company in our city as a junior, I decided to change the stack to a more relevant and in demand one, plus I am not satisfied with the current conditions for the salary and additional package. Pulled up a new stack, updated my resume and applied for a job in my own city. We talked with HR, she said that there were some incomprehensible agreements between my and their companies regarding employees. Didn't pay much attention to it at first. Received a test, completed, sent. I liked everything, but there were 2 BUT. The first is the same agreement on employees, according to them, they and our HRs keep in touch and when trying to move from my company to theirs, ours often tries to improve them in order to keep employees. The second - you need to finish the test according to their comments. I said with incomprehension and slight indignation that I don’t want to waste my time outside of my main job again, as there are some agreements, which also interfere with the choice of my candidacy. I was offered not to finish the test, as they liked the test and my experience in general, and decided to arrange a final interview. But they set the condition that I must quit my current company before that, so that they would give the go-ahead for the final interview.
Is this normal and why is this happening?

I might even be in favor, but there are a minimum of June vacancies on the stack, because of this I can lose my current job in vain, and they may refuse a new job after an interview.

That is, they do not guarantee you anything, but they want you to quit already? Most likely they will try to bend on the terms of payment or (more likely) on working conditions. Because you have already quit, you need a job now, which means you will be more accommodating. Actually, this immediately shows the attitude towards the staff in this office - to bend over and issue ultimatums. Therefore, personally, after such a proposal, I would not hesitate to say "goodbye. Although no, goodbye"
Normal companies not only do not ask to leave, but also, having made an official offer (that is, promising to conclude an agreement, and sometimes even having already concluded an agreement), they agree to wait 2 weeks (and sometimes more) until the employee completes the work at the current place of work and goes to them . And not like this: "you quit, and we will interview you. Maybe we will take it, maybe we won't, we promise nothing."

The expectation that you quit, the new employer will not hire you for various reasons - and the old one will, but will sag either for money or for work.
A normal office agrees to wait two weeks, required by law.

Sounds like total bullshit. They went away (they probably didn’t pay for the test, right?).
From experience I will say: - When people are interested in you, they communicate differently :) They begin to look after you like a girl )))))))) and not set dumb conditions.
