The client wants to sell data to Google, what should I do?

The client wants me to make a small service for him, where the data downloaded from the Google API was sold as pdf (with interspersed with his data (he has a small database))
I'm not sure if this is legal, because:
1. it looks very much like speculation
2. I am not a lawyer, but it seems to me that this violates the terms of the Google user agreement

The client is American, the intermediary in the project is a Belarusian company
Is it legal to do such a service?

Legal. We sell not data, but a service. It's called Data Enrichment.
It is necessary to understand, of course, in what context and what kind of service. There are nuances here. The amount of data is not as important as its value and replaceability.
