Legality of using images and descriptions of films, applications?

A general question about the legal side of the use. On a site dedicated to startups, I read that you can’t use it anywhere without the permission of the copyright holder, for example, the favicon of a site, a cover of a movie or book, a description of a movie or book. Allegedly, that the copyright holder can come and say "I will sue you if you use the description (for example) of the film from the pages of the film studio and the picture." Do all sites negotiate with copyright holders to use their pictures, descriptions, application icons, etc.? It's even physically impossible.
At the same time, the laws do not prohibit the use of company logos without their permission.
Please clarify if anyone knows. Interested in global practice. Thanks

You can quote fragments. A piece of a song, a piece of a movie, etc.

There is no "world practice", each country has its own, for example, the "250 word rule" in the USA, etc.

In the form of quotes - you can.
In the form of its design elements - it is impossible.
