The CKeditor editor window is not displayed in browsers under Windows 10. How to fix this glitch?

A rectangular window without icons hangs, in which the html code is displayed. Below is a line of emoticons and a "Save" button. Previously on version Win 7 everything worked fine. The glitch appeared after the system update.
