How to make quotes for anonymous users in Drupal7?

Hello. I made a quote on the forum using the quote module. The quote+ckeditor link works fine for the admin, but doesn't want to for the anonymous user.
Clicking on a quote opens a new page with the quote, but ckeditor deletes the quote. If you quote through plain text, then it works.
What I tried:
1. I looked at the rights of Anonymous / people / permissions and gave all the rights, the same as those of the admin, in all points (just for the test I allowed everything at all)
2. transferred everything to pure Drupal from scratch.
3. Quote is specified in filtred html text formats.
4. In the module settings, ckeditor did not find the settings for the admin or for the anonymous.
5.config.allowedContent = true; Does not help.
The quote is cut for anonymous, but for the admin is saved.
Tell me, please, where to dig?
