"There is no time but now
And there is no movement but forward."
The best time to learn new information is when you have spent learning new information.
And not on moronic questions on the Toaster.

The first 2 hours in the morning with a break of 15 minutes.
There is a whole direction of studying the effectiveness and productivity of a person, I advise you to read some books on this topic.
In short, during sleep, your brain rests, stores energy. During wakefulness, the brain uses up energy. It is not difficult to show that the energy reserve is maximum after morning exercises and breakfast, while fatigue is almost absent. It makes no sense to study for more than two hours, because the brain is not able to assimilate new information for such a long time. More precisely, the brain is not able to concentrate for more than 15 minutes, therefore, in all textbooks, after theory, they give tasks for practice. Then he adds another 15 minutes of physical activity here during the break, and here you are again able to study during the second hour, but less effectively. Similarly, you can study for the third hour and the fourth, but this is already completely ineffective - it is better to do other things.

Each person has his own. For some, it is easiest to do this in the morning, right after waking up. Someone - after the "buildup", someone's brain activity increases in the middle of the day, and someone - in general in the evening.
So there is no universal answer to your question. Moreover, for the same person, this time may vary depending on the conditions in which he lives and works (including the time of year).
So watch your body and your brain - they will give you an answer better than a hundred commentators on the Toaster.

I always did the most interesting things at night, before dawn twilight.

I think that all the frills in the topic of "effective working time" are useless and boil down to "everyone is different."
Did you get enough sleep? Not hungry? Did you drink coffee? That's it - you can work / study, etc.
Productivity directly depends on the mood to understand, delve into, etc. Without this, even if you crack, you won’t get anything but useless cramming and a bunch of negativity, and time is wasted.
