The best bookmarking software?

In the light of very frequent browser updates, often not for the better, I thought about storing bookmarks separately from the browser. It turned out there is not a small amount of software for these purposes, who will tell you a sane walk for these purposes?
I thought to store it in some kind of service, it was discussed, for example, here Tell me a service for storing web bookmarks,
but I prefer to store it on a flash drive, for example. For example, for passwords, I prefer KeePass over LastPass .
However, all options are open to discussion :)
