The application has a WebView. How to match the age category from 3+?

Now it costs 13+.
No published privacy policy. I do not collect data. There are no ads.
There is a built-in in-app browser (the simplest WebView with JS and Cookie allowed)
I want to reduce the age category as much as possible.
When answering questions. Automatically certified for 3+.
I know how easy it is to formulate a formal policy.
I am still confused by the fact that a child can go to any site. I have no control over this.
And should I do something with cookies?

If there is a browser with sites, then you collect the data :) It's better to add a policy. And if 3+, then also a request for age according to the new Google rules. (changed a few days ago). Well, there should be a policy on children.
If the application is international, then also Coppa, GDPR must comply.
