Text generation based on neural networks - what's new?

Haven't effective libs or services appeared so that mere mortals can train neural networks on their own texts (txt gigabytes) on the desired topic and then generate readable texts?
GPT-3 appeared six months ago, but everything is complicated there, some requests need to be sent.
What do you use to generate text content?

Mere mortals do not have the capacity to train such models in a reasonable time.

scrollmagic, gsap, anime.js, jquery will handle such primitive animations.

Well, it’s hard to answer here, in fact, all this goodness is rooted in regular js and CSS animations. (this is if you want to figure it out and write from scratch).
