Text editor to edit table style data?

Hi,
Possibly poorly worded, but it is often required to be able to work with textual data in a table style. I'll give you an example. Let's say we have two lists:

3

11
22
33

I want to paste one next to the second by ctrl + v and get
1 11
2 22
3 33

Plus, for example, select a column of text (now, when selected down, lines will be highlighted), move it there, etc.
Is there any plugin for notepad++ or some other way?

Notepad++ has a "block" selection mode. Works when selecting with the mouse holding Alt.

Bulk replace space with semicolon and save to *.csv. Then open with regular Excel and you can already edit in a tabular style, after which you can also export to txt. Vertical selection will only help if the sizes of the rows in the columns are the same
