Testing AngularJS without command line?

Is it possible to test AngularJS code without command line and Node installed?
So that you can run tests directly in the browser, as was the case with angular-scenario . My understanding is that Angular deprecates scenario and recommends using protractor. Is it possible to run protractor tests without Node, i.e. the way QUnit works now .
